The City of Littleton has an opening for an experienced Planner with a focus on Historic Preservation. Position may be filled at the I, II, or Senior level, depending on qualifications and department needs.

 

In addition to coordinating and managing planning projects, including all aspects of current and long-range planning, this position will assist in managing the city’s historic preservations program. To learn more, visit: City of Littleton Historic Preservation Program

 

The ideal candidate will have a broad range of planning experience with a focus on and passion for historic preservation. The ideal candidate is an experience public speaker with strong communication and presentation skills, and familiarity with historic tax credits, certificates of appropriateness, landmark districts, landmark designation, and the Secretary of Interior Standards for the Treatment of Historic Properties. 

 

The Historic Preservation Planner will have the opportunity to work on a variety of upcoming projects including the development of a Historic Preservation Plan, a corridor study of Littleton Blvd, and website development and updates to include the Littleton Legacy List.

Planner I starting pay at or near $60,045 per year

 

Planner II starting pay at or near $71,652 per year

 

Senior Planner starting pay at or near $86,756 per year

 

This full-time position is exempt per FLSA and is not eligible for overtime compensation.

 

Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office. This position may also be eligible for flex-work schedule. City Planners are expected to work evenings on occasion to support the Littleton City Council and its boards and commissions.

Essential Duties & Responsibilities

  • Assist in managing the city’s historic preservation program.
  • Assist in the development of a comprehensive Historic Preservation Plan for the city.
  • Oversee the development and updates of a new historic preservation website including the Littleton Legacy List. 
  • Depending on level, may lead or assist with a corridor study of Littleton Blvd, including preservation incentives for mid-century modern structures along this corridor.
  • Depending on level, may oversee the work of Historic Preservations Interns.
  • Respond to inquiries by the public regarding zoning and subdivision requirements, potential uses of buildings and land, addressing, and signage.
  • Prepare staff reports and make clear and organized presentations before city council, planning commission, historical preservation board, and the board of adjustment in a complete and timely manner.
  • Draft policy for inclusion in long range plans.
  • May assist the GIS division with the creation or update of city maps.
  • Analyze land use applications for compliance with adopted policy and the city code.
  • May provide staff support for the planning commission, board of adjustment, and historical preservation board including scheduling meetings and preparing agendas.
  • Research planning topics and writes technical reports as assigned.
  • Lead pre-application meetings; reviews and makes final decisions on applications for sign permits, and other administratively reviewed development applications.
  • Conduct field inspections for compliance with approved plans and coordinates with the building and code enforcement division on the enforcement of the sign code and fence permits.
  • Participate in development review team meetings.
  • May collaborate with educators of primary or secondary school urban planning projects and studios.
  • Use a city issued computer and various software programs to produce written communications and accomplish other work products.
  • Deliver work products and services to customers within assigned full-time work schedule.
  • Observe and follow established city and departmental policies and procedures.
  • May appear as a witness for the city in municipal or district court regarding zoning matters.
  • May serve as an Emergency Worker.
  • Perform other similar assignments and projects as required.

 

Minimum Qualifications

Planner I:
 

  • Bachelor’s degree in urban planning or a closely related field; and 
  • Six (6) months of experience in the field of planning and community development; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

 

Planner II:
 

  • Bachelor’s degree in urban planning or a closely related field; and
  • Two (2) years of professional experience in the field of planning and community development; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

 

Senior Planner:
 

  • Master’s degree in urban planning or a closely related field; and
  • Five (5) years of professional experience in the field of planning and community development; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.


PREFERRED QUALIFICATIONS:

 

  • American Institute of Certified Planners (AICP) Certification
  • Experience with historic tax credits, certificates of appropriateness, landmark districts and landmark designation
  • Grant writing experience

Knowledge, Skills, Abilities

  • Ability to acquire knowledge of city codes and ordinances, Colorado Revised Statues as they relate to planning, and locations of city neighborhoods and the general layout of the city.
  • Ability to understanding current events in the city and how they relate to proposed private developments and ongoing and proposed public projects in the city.
  • Ability to identify and understand neighborhood issues and concerns.
  • Knowledge of zoning and subdivision regulations.
  • Knowledge of the comprehensive plans.
  • Understanding of general urban planning principles.
  • Ability to read and interpret codes, regulations, meeting minutes, technical manuals, and statutes.
  • Excellent communication skills, including written, verbal, and presentation skills.
  • Strong collaboration and interpersonal skills with the ability to build and maintain effective working relationships at all levels.
  • Self-motivated with the ability to work autonomously, handling multiple priorities in a fast-paced environment.
