The City of Littleton, Colorado, located in the South Metro Denver area, is recruiting for two Economic Development professionals to join a growing, energetic team to assist with the planning, coordination, review and management of the City’s economic development strategies and programs. Appointments may be made at the Economic Development Specialist or Sr Economic Development Specialist level depending on qualifications, department needs and budget availability.

 

Economic Development Specialists may be assigned to one or more areas within the team such as providing technical assistance to businesses and the public; supporting marketing, business retention and expansion efforts; maintaining, analyzing and using databases, reporting and recommending website content and maintaining website information; interacting with various agencies, officials, boards and commissions; and providing other complex administrative support for city departments.  Work is performed under the general supervision of the Economic Development Manager.

 

2022 Priorities:

The Economic Development Department will be working to identify data driven Strategic Advantages to lay the groundwork for a new Economic Development Strategy launch in 2023.  The Economic Development Specialist will be responsible for researching, collecting and verifying meaningful data in support of that project. This position will also assist with new website direction and content creation, updating and automating Salesforce, the current CRM database, and provide support for several potential revenue generating programs in the next 12 months, which may include data and economic analysis and development of outreach strategies.

Starting pay for Economic Development Specialist at or near $67,849 annually

Pay Range: $50,886.75 - $84,811.25

 

Starting pay for Sr Economic Development Specialist at or near $83,319 annually

Pay Range: $62,489.25 - $104,148.75

 

These full-time positions are exempt per FLSA and is not eligible for overtime compensation.

 

Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office. 

 

Essential Duties & Responsibilities

  • Assist with planning, organizing and coordinating the implementation of the city’s economic development strategies and programs, including but not limited to business attraction, retention and expansion programs.
  • Meet with businesses to assess needs, develop and advise on strategies for development and growth.
  • Evaluate economic, statistical and demographic data to recommend best means to attract, retain or expand businesses and/or industries.
  • Maintain and develop contacts with land owners, developers, site consultants, realtors, entrepreneurs, government officials, private industry representatives, chambers of commerce, and economic development related organizations and agencies.
  • Assist with outreach efforts and marketing of resources and services to the business community;
  • Research and compile information on marketing platforms and trends.
  • Manage business news and assist with updates to the Economic Development pages on the City of Littleton website.
  • Assist with the research and compilation of information requested for business owners or site selectors.
  • Provide information and make presentations to supervisors, boards, commissions, civic groups, businesses owners, citizens, and the general public on economic development issues, programs, services, and plans.
  • Manage economic development incentive programs, including analysis of incentive requests under the City of Littleton Economic Incentives Policy.
  • Working with the Geographic Information Systems team (GIS) create tools to visualize, question, analyze, interpret, and understand data to reveal relationships, patterns, and trends.
  • Provide administrative assistance with event and meeting planning and management, including but not limited to expense reconciliation, budget review, and monthly reports on departmental activities.
  • Perform other similar duties and projects as assigned.

Minimum Qualifications

Minimum Qualifications for Economic Development Specialist level:

  • Bachelor's degree from an accredited college or university in business administration, finance, economic development, marketing, urban planning or a related field and
  • At least two (2) years of experience in economic development, marketing, business development, community development, planning or a related field; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
  • Requires a valid driver’s License.
  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

 

Minimum Qualifications for Sr Economic Development Specialist Level:

  • Bachelor's degree from an accredited college or university in business administration, finance, economic development, marketing, urban planning or a related field and
  • At least five (5) years of experience in economic development, marketing, business development, community development, planning or a related field; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
  • Requires a valid driver’s License.
  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

 

 

PREFERRED QUALIFICATIONS:

  • CEcD certification a plus
  • Planning or land use experience a plus

Knowledge, Skills, Abilities

Knowledge of:

  • Principles, procedures and strategies of economic development, redevelopment and reuse, business retention and recruitment programs, marketing and advertising, real estate, development financing alternatives in a government environment.
  • Federal, state and local regulations for businesses.
  • Economic development research tools and ability to compile information useful for business development.
  • Marketing principles to convey interest in economic development, including but not limited to target marketing techniques and tools (social media, digital advertising and promotion).
  • Analysis of technical and statistical information, including writing grants, technical reports, proposals and correspondence.
  • Familiarity with general and customized research and customer relationship database services (e.g. CoStar, SiteSeer, ESRI Business Analyst, Salesforce).

 

Skilled in:

  • Relationship building, interpersonal skills
  • Research, data and trend analysis related to economic development

 

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

 

  • Activities for the position are performed both indoors and outdoors, requiring the ability to work in adverse weather conditions.
  • Requires the ability to occasionally lift, carry, push and pull objects weighing up to 20 pounds with or without assistance.
