Job Description
The City of Littleton has an opportunity for a Deputy Finance Director to assist with leading and overseeing all financial activities within the Finance Department. The Deputy Finance Director supervises staff members who perform professional and technical level finance program work. In addition, this position is responsible for managing a variety of projects and initiatives.
The Deputy Finance Director will play an integral role in working with staff to review and modify the ERP system to create efficiencies. The ideal candidate is both people and process focused and skilled in assessing and streamlining accounting processes and procedures. Successful candidates will have a broad range of governmental accounting experience and are comfortable serving as a subject matter expert, leading and mentoring staff and encouraging an environment of collaboration, learning and development.

Hiring pay range $145,065 - $160,335 per year
This full-time position is exempt per FLSA and is not eligible for overtime compensation.
Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Manages and evaluates the accounting and financial reporting division including accounting, payroll, and grants.
Supports the Finance Director by ensuring overall departmental vision and goals are developed, implemented and support city goals.
Participates in the formulation and implementation of the city’s financial policies.
Assists in developing and implementing new accounting techniques and systems or in modifying existing methods and procedures for process improvement.
Assists the Director in planning and coordinating the department’s work plan.
Makes recommendations to the Finance Director on hiring, discipline, and termination.
Coordinates all phases of the city’s annual audit and year-end closing responsibilities with staff, including the preparation of all aspects of the Annual Comprehensive Financial Report (ACFR).
Reviews, analyzes, reconciles and prepares financial statements and various reports.
Assists the Director with advising the City Manager and City Council on financial matters concerning grants, accounting and auditing issues.
Assists the Director with cash and investment management of city revenues to ensure compliance with investment policy.
Required to attend council meetings on finance related items as directed.
Ensures compliance with federal, state and local laws, and accounting standards.
Manages the city’s daily accounting for various funds, including grants and federal awards, investments and financial statement preparation.
Manages ERP processes and related integrated systems.
Prepares, reviews, and approves journal entries.
Audits general ledgers, checking for correctness and completeness.
Works collaboratively with other departments regarding accounting matters that raise policy or other special questions and do not follow prescribed patterns and procedures.
Supports the budget staff as needed in the development and maintenance of the city’s annual budget.
Supervises or conducts review of charges from the City of Englewood for South Platte Renew (wastewater treatment plant) activities.
Responsible for the maintenance of the city’s assets inventory system and depreciation and auction records.
Supervises or conducts the preparation of schedules of federal awards and tracks revenues and expenditures.
Acts as the Finance Director in their absence.
Performs other assignments and projects as required.
May act as Emergency Worker.
Supervisory Responsibilities:

MINIMUM QUALIFICATIONS:
Bachelor’s degree in accounting or a closely related field; and
Five (5) years of recent progressively responsible governmental accounting experience that included at least two (2) years of supervisory experience; or
An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position, may be considered.
Must be able to pass a pre-employment criminal background check.
Preferred Qualifications:
Certified Public Accountant (CPA)
Experience with Workday or similar ERP systems
Change management experience
Payroll, grants, and/or audit experience
KNOWLEDGE, SKILLS, ABILITIES:
Requires knowledge of the principles and practices of accounting, GAAP and GASB.
Requires knowledge of various statutes and regulations pertaining to municipal accounting.
Ability to develop and implement complex financial analyses and projections.
Understanding and ability to apply accounting pronouncements and financial trends.
Requires knowledge, skills and abilities to effectively deal with a variety of individuals within and outside the organization using effective problem-solving and conflict resolution skills.
Advanced technical skills and ability to navigate multiple accounting systems and Microsoft suite.
Requires expert skills and abilities that include analyzing data, breaking down problems, identifying relationships between issues, making complex plans; and displaying high attention to detail with assigned projects and tasks.
WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:
Work is performed indoors in a standard office environment.
Occasionally lifting and carrying of files or other objects weighing up to 20 pounds with or without assistance.
