Overall Job Objective


The Deputy Director of IT, Enterprise Applications leads projects, people, and programs involving the implementation and administration of all city applications. This includes researching, analyzing, implementing, and supporting the city’s enterprise applications, third party and internally developed software systems.

The ideal candidate must have experience with Enterprise Resource Planning (ERP) system implementation as well as managing a variety of IT projects including business requirements gathering through user acceptance testing, implementation, and maintenance. The ideal candidate is a people person and strategic partner to our employees and departments and is technically minded with the ability to communicate specifications and requirements in an easy-to-understand way for a variety of audiences.


This position will have an exciting opportunity to come onboard at a time when the City of Littleton is embarking on a variety of new projects, including procuring and implementing a new ERP system. This position will help lead and guide staff through this ERP life cycle implementation. Charting the city’s data and application rationalization strategy will a key initiative for this position.

Hiring salary range: $125,000 - $143,000


This full-time position is exempt per FLSA and is not eligible for overtime compensation.


Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

Essential Duties & Responsibilities

  • Leads projects, people, and programs to include:
    • Assisting with developing and executing cloud first strategy and application rationalization roadmap.
    • Implementing DRaaS and ensuring DR tests and tabletop exercises are conducted at least annually.
    • Assisting with developing and executing data and business intelligence strategy.
    • Serving as a lead architect and business transformation leader on ERP implementation.
    • Improving processes, creating efficiencies, and leveraging systems and technology to become more digital and data driven.
    • Building and strengthening networks, partnerships, and relationships, both internal and external.
  • Oversees and performs implementation and administration of all applications including maintenance (scheduled and unscheduled), installation, configuration, upgrades, patches, customizations, integrations, enhancements, troubleshooting, patches, and performance monitoring.
  • Performs gap analyses of as-is and to-be systems and processes including eliciting bids, analyzing solutions, documenting processes, and verifying requirements and operational needs and goals.
  • Proactively identifies solutions to help improve efficiency of current software.
  • Participates in user interface configurations and design.
  • Plans for and participates in system and user acceptance testing and provides cross-IT project lifecycle support.
  • Develops and updates department policies and procedures, including audit support and change control.
  • Establishes and meets department level Service Level Agreements (SLAs).
  • Establishes and maintains vendor management standards and relationships.
  • Assists with project intake, software intake, and software procurement processes.
  • Assists with developing and monitoring the department budget.
  • Assists with defining and executing department strategy.
  • Participates as member of IT Department’s leadership team.

Minimum Qualifications

  • Experience implementing or maintaining Workday, Oracle, or similar ERP systems
  • Bachelor's Degree in Computer Science, Information Technology, Public or Business Administration, or a closely related field; and 
  • Six (6) years of progressively responsible experience as an application development programmer, IT business analyst, or applications support/implementation specialist including previous supervisory experience; or
  • An equivalent combination of formal education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.


Knowledge, Skills, Abilities

  • Strong customer service, interpersonal and communication skills, and ability to network, build effective working partnerships, and navigate city wide business practices and department functions.
  • Ability to supervise, delegate and provide leadership and direction to staff and team projects.
  • Solid knowledge of and ability to develop, enhance, and support COTS, SaaS, and custom applications, using Microsoft and other development tools.
  • Working knowledge of relational and object-oriented database concepts, modeling, design, creation and maintenance.
  • Excellent analytical, problem solving and decision-making skills within functional and technical areas to remedy issues and identify innovations and efficiency opportunities.
  • Experience in full life cycle implementations and the development and execution of Project Management (PM) processes and policies, including agile.
  • Ability to define, capture, and analyze metrics for operational management and continuous process improvement opportunities.
  • Ability to multi-task, recognize high-priority issues and balance proactive and reactive priorities.
  • Working knowledge of relational and object-oriented database concepts, modeling, design, creation and maintenance.
  • Working knowledge of business intelligence concepts and technologies.
  • Working knowledge of Enterprise Architecture with the ability to analyze and resolve complex, cross-system issues.
