Positions may be filled as Code Compliance Officer (Basic), Senior Code Compliance Officer, or Code Compliance Supervisor depending on qualifications and department needs.

Entry level positions are part of a career progression series.

 

 

The City of Littleton has opportunities for two Code Compliance positions to work closely within the City of Littleton to enhance and preserve the health, safety and welfare of our neighborhoods and business districts through education, guidance and enforcement of City Codes. This includes responding to and investigating reports of non-compliance with city ordinances. 

 

Ideal candidates will have significant experience working in a municipal code enforcement team and have an advanced understanding of International Property Maintenance Code and Zoning Ordinances.

Starting pay for Code Compliance Officer (Basic) at or near $28.23 per hour

This full-time Code Compliance Officer position is non-exempt per FLSA and is eligible for overtime compensation.

 

Starting pay for Senior Code Compliance Officer at or near $32.46 per hour

This full-time Senior Code Compliance Officer position is non-exempt per FLSA and is eligible for overtime compensation.

 

Starting pay for Code Compliance Supervisor at or near $40.16 per hour

This full-time Code Compliance Manager position is exempt per FLSA and is not eligible for overtime compensation.

 

Work Schedule:  This full-time position will work 7:30am to 4:30pm, Monday through Friday.

Essential Duties & Responsibilities

  • Responds to complaints, investigates and initiates code cases to ensure compliance with the International Property Maintenance Code, International Building and Residential Codes, and City Codes.
  • Conducts code compliance inspections of properties and performs follow-up activities related to compliance with city codes. Operates a city vehicle to conduct property inspections and perform field activities.
  • Receives complaints of code violations through city software applications and/or email, or by telephone, in-person, or in writing.
  • Determines if violations of applicable codes exist through performance of inspections of property or conducts other investigative actions to confirm existence of violations.
  • Contacts tenants, homeowners, and owners of residential and commercial properties in-person and via email to explain complaints or code violations and the actions and required timeframes needed to correct violations.
  • Creates and serves notices of violation(s) in-person and/or via mail to document the code requirements and the nature and type of violation as well as the corrective action(s) required.
  •  Schedules and initiates appropriate follow-up action to verify correction of violations. 
  • Responds to requests for information and assistance.   
  • Uses a personal computer to enter information regarding code enforcement complaints and prepares letters, reports, and check requests. Uses GIS based maps and related software to research properties, owners, and boundaries.
  • Coordinates with other city departments and outside agencies to ensure enforcement and compliance of the city code. 
  • Issues summonses to municipal court for violations, prepares required legal documentation, and provides court testimony.
  • Observes and follows established city and department policies and procedures in the daily conduct of the job. Plans and arranges work schedule and establishes priorities to complete scheduled, assigned work within parameters assigned by the supervisor.
  • Prepares statistical reports of violations and inspections for supervisor and management.
  • May be assigned to coordinate the activities of third-party contractors to cut weeds, remove rubbish, and conduct other abatement processes.
  • Delivers work products and services to customers within assigned full-time work schedule. In order to complete assigned work there may be occasional hours outside of the normal work schedule. 
  • Performs other similar duties as assigned by the supervisor.
  • May coordinate special projects within the city including neighborhood clean-up, natural area clean-up, etc.
  • May serve as an Emergency Worker.

  

Additional Responsibilities at the Senior and Supervisory Level:

 

  • Prepares Notice and Orders using the Uniform Code for the Abatement of Dangerous Buildings
  • Prepares paperwork and assists in the filing of property liens
  • Coaches and mentors Code Compliance Officers
  • Participates in strategic planning activities for Code Compliance Division

 

Supervisory Responsibilities at the Supervisor Level:


  • Selects, trains, and evaluates employees.
  • Completes assigned supervisory training.
  • Provides guidance and assists employees in the fulfillment of responsibilities.
  • Assigns and directs work; addresses and resolves issues.
  • Manages employee performance through meaningful, timely feedback and appraisals.

Minimum Qualifications

Minimum Qualifications for Basic Level:
 

  • High school diploma or equivalent; and 
  • One (1) year code compliance or related experience; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
  • Requires certification as ICC Property Maintenance and Housing Code Inspector within (6) months of hire
  • Requires CACEO Basic Code Enforcement Officer certification within eighteen (18) months of hire.
  • Must have a valid driver’s license.
  • Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.
 

Minimum Qualifications for Senior Level:
 

  • High school diploma or equivalent; and 
  • Three (3) years of code compliance or related experience; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
  • Requires certification as ICC Property Maintenance and Housing Code Inspector OR CACEO Advanced Code Enforcement Officer at time of hire and both certifications are required within twenty-four (24) months of hire.
  • Must have a valid driver’s license.
  • Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.
 

Minimum Qualifications for Supervisor Level:
 

  • Five (5) years of code compliance or related experience; or
  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
  • Requires certification as ICC Property Maintenance and Housing Code Inspector OR CACEO Advanced Code Enforcement Officer at time of hire and both certifications are required within twenty-four (24) months of hire.
  • Requires certification as ICC Residential Building Inspector within twenty-four (24) months of hire or promotion to the supervisory position.
  • Must have a valid driver’s license.
  • Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.

 

 

PREFERRED QUALIFICATIONS:

 

  • Bachelor’s degree in criminal justice, psychology, sociology, or a related field
  • Municipal code enforcement or property or housing inspection experience 
  • ICC certification as Property Maintenance and Housing Code Inspector or Residential Building Inspector

Knowledge, Skills, Abilities

  • Advanced knowledge of city ordinances and environmental codes with the ability to research and interpret International Property Maintenance Code, International Building and Residential Codes, and related city codes.
  • Basic knowledge of all city codes; the general layout of the city, locations of city neighborhoods, and the ability to locate property addresses using maps, verbal or written directions, or instructions.
  • Basic knowledge of the principles, practices, and techniques of local government code compliance operations and the ability to apply that knowledge to perform the essential duties and responsibilities of the position.
  • Advanced interpersonal and communication skills, both written and verbal, with the ability to effectively interact and communicate with individuals who may be angry or skeptical, argumentative, or disagreeable. 
  • Strong conflict resolution skills with the ability to diplomatically deescalate situations when appropriate.
  • Strong technology skills and ability to utilize case management systems and general programs such as Office 365, including Teams, Excel, Word and PowerPoint.

  

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

 

  • The majority of this work is performed outdoors. Outdoor work includes operation of a city vehicle to travel to locations throughout the city to conduct inspections and meet with customers. 
  • Outdoor work involves exposure to adverse weather conditions; possible exposure to fumes, odors, dusts, mists, gases, poor ventilation, weeds/pollen, infectious agents; occasional exposure to mechanical and electrical hazards, high exposed work sites, burns, radiant energy, and toxic or caustic chemicals.
  • Physical requirements include occasional lifting, carrying, pushing, and pulling objects weighing up to 25 pounds with or without assistance.
